The German AI company 21strategies and the Polish firm APS Energia have signed a Letter of Intent to jointly develop the next generation of tactical drone systems. APS Energia, one of Poland’s leading companies in the field of energy and security infrastructure, receives political backing for its efforts to build modern unmanned platforms and has been supported by EU funding for this purpose.
Under the cooperation, APS Energia will manufacture the airborne platforms, while 21strategies will provide the AI-based battlefield logic. A representative of APS Energia commented on the agreement, stating: “Drones alone achieve nothing. What matters is technological and operational integration into existing capabilities, particularly against the backdrop of dynamic security environments.”
Growing Interest at the Government-to-Government Level
In parallel, the German federal government is showing increasing interest in structured G2G cooperation with Poland. In the context of the bilateral conference “Sharing Cyber 2025 Warsaw–Berlin”, held on 15-16 October 2025 at the Polish Embassy in Berlin under the honorary patronage of the Polish Deputy Prime Minister and Minister of National Defence, the importance of virtual and simulation-based development environments was emphasized once again. Particular attention was given to the value of such environments for capability and concept development, including the integration of multinational partners in early development phases.
21strategies has long positioned the so-called Defense Metaverse as an infrastructure for validating tactical concepts and coupling real systems with virtual twins. A company spokesperson explained: “Platforms on the battlefield are, of course, indispensable, but what truly matters is how they are employed tactically, especially considering that the adversary rapidly adapts tactically.” The use of AI-driven simulation environments makes it possible to detect such adaptation processes early and incorporate them into system development.
The coming months will show how German-Polish cooperation will be concretely shaped, both with respect to industrial production and regarding joint digital development and testing environments.
